Benwei Partners with Volcano Engine to Build a Yangtze River Delta AI Hub in Wuxi Xinwu District
In 2025, Benwei and Volcano Engine, together with Jiangsu Zhihui Xinwu Information Technology, built the Wuxi Xinwu District AI Industry Innovation Service Platform, creating a one-stop AI service environment centered on large models, agents, and industry scenarios.
China has advanced the "AI+" initiative to deepen integration of technology and industry. Wuxi laid out AI early, while Xinwu District—at the geometric center of the Yangtze River Delta—offers strong industrial clusters and a digital economy foundation ideal for AI-industry convergence.
Jiangsu Zhihui Xinwu Information Technology led the project, with Benwei and Volcano Engine implementing the platform under a "1+3+N" framework: one public AI service platform, three categories of industry innovation scenarios, and multiple AI-enabled operating models.
Benwei leveraged strengths in AI, big data, and agent development to deliver a unified operations portal, agent development platform, compute management system, and security framework—enabling efficient government-enterprise collaboration and rapid AI industry deployment.

The project helps Xinwu District shift from policy-driven to platform-driven development and pioneers a "scenario-led, model-innovation, ecosystem-collaboration" AI model in the Yangtze River Delta.
Going forward, Benwei will work with more partners to deepen AI-industry integration, build an end-to-end innovation ecosystem, and support China's intelligent economy and industrial upgrading.
